Gao Xianjian (1892-1961) also named Yongxiu was born in Guilin Guangxi. In his early years he graduated from Sichuan Law School. He was ever a professor of Sichuan University the general secretary of Sichuan Civilian Education Promoting Association the head of Rongchang and Jiangjing vice-president of Producing Promoting Committee and general secretary of Land Reform Committee of Sichuan. In 1935 Gao became the dean of Sichuan Country Construction College (located in No.28 Middle School). In 1936 the college was renamed as Sichuan Provincial Normal College with Gao as the dean. In July 1939 he left the post. When in Ciqikou he devoted to promoting civilian education and country construction made great contribution to the establishment of Sha Ci Cultural Area.
Witnessing the poor education situation Gao was determined to reform. Therefore he founded Longying Education Trial Area starting night schools for both men and women. Lack of staff he made the high-graded students of Jialing Primary School as teachers. Meanwhile he opened many lectures on agricultural knowledge guidance on fruit reserve vegetable transportation and making of soy sauce. In 1939 he even held the sports meeting of domestic animals twice in Ciqikou which became a rare-show and many people including some government officials were also attracted.

After coming to be the dean of the college Gao became interested in the Gele Mountain beside Ciqikou and decided to set it as a program of country construction suggesting the national government many times. In February 1938 he invited the Chairman of the national government Lin Sen to travel around Gele Mountain explaining the program to Lin with more detail which got appreciation and support form Lin. Under Lin’s support Gao founded Gele Country Construction Society late that month with Lin as honorary board chairman and the president of Chongqing University Hu Shuhua as the board chairman and Gao as manager in charge of actual affairs. At the same time he composed a general outline that planned to develop Gele Mountain to a modern forest park in two years laying a good for the development of Gele Mountain. Now Gele Mountain has been a national forest park.
Gao was active in the establishment of Sha Ci Cultural Area. As the dean of Sichuan Country Construction College he did a lot for the infrastructure construction of Ciqikou laying steady material and cultural basis for Sha Ci Cultural Area. So after the Anti-Japanese War began he was elected as the deputy secretary of Sha Ci Cultural Area. His student Wu Pangao became the head of Longyingxiang and later the chief secretary of the Sha Ci Cultural Area. Under his administration Sichuan Country Construction College became a representative of the Sha Ci Cultural Area.
