彭博社记者：澳大利亚贸易部长伯明翰周三称，澳方将就中方对澳大麦加征关税事在世贸组织提起诉讼，并称未来不排除就红酒等在世贸组织提起诉讼。外交部对此有何评论？中方应诉有何依据？中方对于赢得这一诉讼有把握吗？
Bloomberg：Australias trade minister Simon Birmingham said on Wednesday that Australia will challenge China at WTO over Beijings decision to impose tariffs on Australian barley.The minister also didnt rule out the possibility of raising further WTO challenges，including over wine.Whats the foreign ministrys comment on this? On what grounds will China fight this WTO action?And does China expect to win against this WTO action?
汪文斌：关于中澳之间的贸易个案，我和我的同事已多次阐明中方原则立场，具体情况请你向中方主管部门了解。我想强调的是，澳大利亚政府应当认真对待中方关切，采取实际行动，纠正针对中国企业的歧视性做法。
Wang Wenbin：My colleagues and I have stated Chinas principled position repeatedly on individual trade cases between China and Australia.I refer you to the competent department for more specifics.I would like to stress that the Australian government should address Chinas concerns seriously and take concrete actions to rectify discriminatory practices targeting Chinese companies。

Associated Press of Pakistan：In an interview，President of Pakistan has said that China-Pakistan Economic Corridor has advanced despite COVID-19 pandemic.What is your response?
汪文斌：中方完全赞同阿尔维总统对中巴经济走廊建设的积极评价。
Wang Wenbin：China totally agrees with President Alvis positive remarks on the China-Pakistan Economic Corridor。
中巴经济走廊是“一带一路”的重要先行先试项目，2013年启动以来一直保持积极发展势头。正如此前我和我的同事多次介绍的那样，新冠肺炎疫情暴发以来，中巴双方团结一心，克服疫情挑战推动走廊建设，不撤人、不裁员、不停工，取得众多可视进展，为巴基斯坦抗击疫情和稳定经济提供了有力支撑。不久前，走廊重点项目默蒂亚里—拉合尔输电线路全线贯通，将进一步提升巴方电力供应水平。拉合尔轨道交通橙线项目正式开通运营，将巴基斯坦带入“地铁时代”。瓜达尔港本月内处理2批共计2.6万吨转运阿富汗化肥，并创下4天时间卸下2.2万吨化肥的新纪录。
The China-Pakistan Economic Corridor is an important pilot project of the Belt and Road Initiative.Since its launch in 2013，it has maintained a positive momentum of development.As my colleagues and I have said many times before，since the outbreak of COVID-19，China and Pakistan have united as one to overcome the challenge of the epidemics and ensure that various CPEC projects have persisted in not evacuating people，not laying off workers，and not stopping construction，which has achieved visible progress and provided strong support for Pakistan to fight the epidemic and stabilize the economy.Not long ago，the Matiari-Lahore Transmission Line，a key project under CPEC，was completed，which will improve power supplies in Pakistan.The inauguration of the Orange Line introduces an era of metro train service for Pakistan.The Gwadar port has handled two shipments of 26,000 tons of fertilizer transferred from Afghanistan this month，setting a new record of 22,000 tons of fertilizer discharged in four days。
中方将同巴方携手努力，全面落实两国领导人共识，坚定推进中巴经济走廊建设，在建设运营好现有项目的基础上，进一步聚焦社会民生、产业和农业等领域合作，将走廊打造成“一带一路”高质量发展的示范工程，更好造福两国乃至地区国家人民。
China will work together with Pakistan to fully implement the consensus of the two leaders，firmly advance CPEC development，further focus on cooperation in such areas as peoples livelihood，industry and agriculture while ensuring the smooth operation of existing projects.We will build CPEC into a demonstration project of high quality BRI development and deliver greater benefit to the people in both countries and the rest of the region。

FSN：This is a follow-up on the question about Australia just a moment ago.You were asked for your response on Australias decision to dispute tariffs on barley within the WTO.This is a new development.You mentioned that you wanted Australia to address Chinas concerns.Does that mean that the measures that have been taken against various Australian products are in retaliation to these concerns that China has?
汪文斌：我刚才已经回答了有关问题。我愿重申，关于中澳之间有关贸易个案，我们此前已经阐明了中方立场。关于你提到澳大利亚就大麦对华出口向世贸组织提起诉讼的问题，你可以向中方主管部门了解。我们多次说过，澳方针对中方企业的歧视性做法不符合市场原则和中澳自贸协定精神。我们希望澳方认真对待中方关切，采取实际行动加以纠正。
Wang Wenbin：I believe I already covered that in my answer.I would like to reiterate that weve stated our position on individual cases in the trade sector between China and Australia.As to Australias plan to challenge China on its barley export at WTO，I refer you to the competent authority.As weve said many times，Australias discriminatory measures targeting Chinese companies are not in line with market principles and the spirit of the China-Australia FTA.We hope the Australian side will address Chinas concerns seriously and take concrete actions to rectify its mistakes。

Hubei TV：The Ministry of Commerce released data yesterday that paid-in foreign investment in China has increased for the eighth consecutive month.Many foreign media and agencies believe Chinas growth trend is good for the world economic recovery.Do you have any comment on this?
汪文斌：近一个时期，国际权威经济机构普遍预测，中国将成为今年全球唯一实现正增长的主要经济体。你刚才提到外资持续涌入中国，我想这体现了各国对中国经济发展前景的信心，也展现了中国积极构建新发展格局、扩大对外开放的成效。今年以来，中国全面实施外商投资法及其实施条例，自贸试验区负面清单由2013年的190项减少到目前的30项，稳步推动金融市场准入，出台海南自由贸易港建设总体方案，不仅为中国经济发展开辟广阔空间，也为世界经济复苏注入强劲动力。中国成为东盟、欧盟、美国等最大的贸易伙伴国。今年前三季度，中国对“一带一路”沿线国家非金融类直接投资同比增长29.7%。第三届中国国际进口博览会成交额进一步提升，达到726.2亿美元。经济合作与发展组织最新发布的世界经济展望报告预计，中国对2021年世界经济增长的贡献率将超过1/3。
Wang Wenbin：Authoritative international economic agencies have been projecting that China will be the only major economy to achieve a positive growth rate this year.You just mentioned that foreign capital keeps flowing into China，I believe it demonstrates the confidence in Chinas economic prospect and the outcomes of fostering a new development paradigm and expanding opening up.Since the beginning of this year，China has been comprehensively implementing the Foreign Investment Law and its implementation regulations.The negative lists for pilot free trade zones have been shortened from 190 items in 2013 to 30 now，financial market access has been steadily eased，and a master plan has been drawn up for the development of the Hainan Free Trade Port，which will open up broad space for Chinas economic development and inject strong impetus into global economic recovery.China has become the biggest trading partner for ASEAN，the EU and the United States.In the first three quarters of this year，Chinas non-financial outbound direct investment to countries along the BRI routes recorded a year-on-year increase of 29.7 percent.The third China International Import Expo records higher intended deals of $72.62 billion.The OECD Economic Outlook estimated that China will account for over one-third of world economic growth in 2021。
随着中国对外开放的大门进一步扩大，中国将为世界各国开展互利合作创造更多机遇，为“后疫情世界”的稳定与繁荣作出更大贡献。
As China opens its door wider to the world，it will create more opportunities for mutually beneficial cooperation with other countries and make greater contributions to the stability and prosperity of a post-COVID world。

《人民日报》记者：据媒体报道，中国同俄罗斯于12月15日签署了议定书，同意将双方于2009年签署的《关于相互通报发射弹道导 弹和航天运载火箭的协定》有效期延长10年。这一举措对中俄双边关系有何意义？对全球战略稳定与军控进程有何影响？
Peoples Daily：China and Russia reportedly signed a protocol on the extension of the agreement between the Government of the Peoples Republic of China and the Government of the Russian Federation on notifications of launches of ballistic missiles and space missile carriers on December 15.What is the significance of the move to China-Russia relations? Does it have any impact on global strategic stability and arms control process?
汪文斌：中国国防部已经发布了有关消息。中国国务委员兼国防部长魏凤和同俄罗斯国防部长绍伊古于12月15日正式签署了《关于延长2009年10月13日<中华人民共和国政府与俄罗斯联邦政府关于相互通报发射弹道导 弹和航天运载火箭的协定>有效期的议定书》，将《协定》有效期延长10年。两国防长还为此专门举行视频会议，强调两军愿在此基础上，加强务实合作，进一步充实双边关系内涵。
Wang Wenbin：We noted that the Ministry of National Defense already issued a press release on that.Chinese State Councilor and Defense Minister Wei Fenghe and Russian Defense Minister Sergei Shoigu signed a protocol on the extension of the agreement between the Government of the Peoples Republic of China and the Government of the Russian Federation on notifications of launches of ballistic missiles and space missile carriers on December 15，2020.Also in the same video conference，both sides stressed that the two militaries would like to strengthen practical cooperation on this basis and further enrich bilateral relations。
上述《议定书》的签署，是中俄新时代全面战略协作伙伴关系高水平和特殊性的生动体现，为维护国际军控体系注入了正能量，为维护全球战略稳定提供了有力保障。
The signing of the protocol demonstrates the high level and specialness of China-Russia comprehensive strategic partnership of coordination in the new era，injects positive energy into the maintenance of the international arms control system and provides a strong guarantee for global strategic stability。
中方愿与俄方继续携手努力，不断丰富两国关系的内涵，深化两军务实合作，为两国和两国人民带来更多福祉，为维护世界和平与稳定作出更多贡献。
